I propose a four-step path out of the Greek crisis. First, I recommend that the Greek people give a resounding “No” to the creditors in the referendum on their demands this weekend.

Second, Greece should continue to withhold service on its external debts to official creditors in advance of a consensual debt restructuring later this year. Given its great depression, Greece should use its savings to pay pensioners, provide food relief, make crucial infrastructure repairs, and direct liquidity toward the banking system.

Third, Prime Minister Alexis Tsipras must use his persuasive powers to convince the public, in the style of US President Franklin D. Roosevelt, that the only thing they have to fear is fear itself. Specifically, the government should make clear to all Greeks that their euro deposits are safe; that the country will remain within the eurozone (despite the false claims by some members of the Eurogroup that a no vote means a Greek exit); and that its banks will reopen immediately after the referendum.

Finally, Greece and Germany need to come to a rapprochement soon after the referendum and agree to a package of economic reforms and debt relief. No country – including Greece – should expect to be offered debt relief on a silver platter; relief must be earned and justified by real reforms that restore growth, to the benefit of both debtor and creditor. And yet, a corpse cannot carry out reforms. That is why debt relief and reforms must be offered together, not reforms “first” with some vague promises that debt relief will come in some unspecified amount at some unspecified time in the future (as some in Europe have said to Greece).

To be sure, in the Greek debacle, both sides have made countless mistakes, misjudgments, and misdeeds over the last decade, and even before. A country does not reach Greece’s parlous state without a generation of egregious mismanagement. But nor does a country go bankrupt without serious mistakes by its creditors – first in lending too much money, and then in demanding excessive repayments to the point of the debtor’s collapse. With both sides at fault, it is important for them not to lose the future by squabbling endlessly over the past.

Easing Greece’s debt burden while keeping the country within the eurozone is the correct and achievable path out of the crisis, and it can be accomplished easily through a mutual accord between Germany and Greece, to which the rest of Europe will subscribe. The result would be a win not only for those countries, but also for the world economy.

Την πεποίθηση πως η επικράτηση του όχι στο δημοψήφισμα της Κυριακής δυσχεραίνει τη διαπραγματευτική θέση της Ελλάδας - αλλά και προσωπικά του πρωθυπουργού Αλέξη Τσίπρα - εκφράζει ο πρώην πρωθυπουργός, Γ. Παπανδρέου.

Μετά το αποτέλεσμα της Κυριακής, η θέση της Ελλάδας στο τραπέζι των διαπραγματεύσεων μπορεί να επιδεινωθεί, προειδοποιεί ο Γ. Παπανδρέου, σε συνέντευξή του στο CNBC.

Όπως επισημαίνει, ο Αλέξης Τσίπρας πρέπει να κάτσει ξανά στο τραπέζι της διαπραγμάτευσης και να ανακτήσει εκ νέου την εμπιστοσύνη των εταίρων του, αναφέρει το bankingnews.

Όπως προσθέτει, ο Αλ. Τσίπρας θα ξεκινήσει εκ νέου τις διαπραγματεύσεις από μια δυσκολότερη αφετηρία, από τη στιγμή μάλιστα που οι τράπεζες στη χώρα παραμένουν κλειστές για περισσότερο από μια εβδομάδα.

"Εάν θέλεις να υπηρετήσεις το εθνικό συμφέρον, τότε πρέπει να το βάλεις πάνω από τις προσωπικές σου επιθυμίες και φιλοδοξίες. Δεν λέω ότι ο Αλέξης Τσίπρας πρέπει να παραιτηθεί. Αντίθετα μάλιστα λέω πως τώρα ο πρωθυπουργός έχει μια αποστολή και πρέπει να διαπραγματευθεί. Αλλά δεν πρέπει να ξεχνά πως δεν έχει εντολή για ρήξη και αποχώρηση της Ελλάδας από το ευρώ", καταλήγει.

ECB Tightens Collateral Terms for Greek Bank Liquidity Aid

The European Central Bank made it harder for Greece’s banks to access emergency loans, adding pressure on a country whose financial system remains shuttered as it awaits political talks in Brussels.
“The financial situation of the Hellenic Republic has an impact on Greek banks since the collateral they use in Emergency Liquidity Assistance relies to a significant extent on government-linked assets,” the Frankfurt-based ECB said in a statement on its website. “ELA can only be provided against sufficient collateral.”
While the ECB’s Governing Council agreed in a conference call to leave the cap on ELA unchanged at 88.6 billion euros ($98 billion), the change in collateral terms represents a stricter policy overall. That signals officials view the country’s lenders, which have been shut and under capital controls for more than a week, as a greater default risk since voters in Greece’s referendum on Sunday delivered a decisive no to creditors’ bailout terms.
Greek banks can cope with the new terms and the ECB didn’t impose a hard deadline on the country, a Greek official said on condition of anonymity because the matter is confidential. The ECB will review its decision on Wednesday, the official said.
German Chancellor Angela Merkel met French President Francois Hollande in Paris on Monday evening, with the leaders concurring that the “door remains open” for talks with Greece. Euro-area finance ministers will convene on Tuesday to prepare for a summit of the currency bloc’s leaders the same day.
‘All Instruments’
The ECB has been reluctant to preempt the political process as it treads the line between funding a system close to bankruptcy, and the dramatic consequences of shutting it off.
ELA funds are nominally provided by the Bank of Greece, with the ECB exercising a veto. A total shut-off of the facility would likely cause the country’s banking system to collapse. Greek lenders have been reliant on the system since February, shortly after the government of Prime Minister Alexis Tsipras came to power.
The ECB also signaled that it remains ready to act if the Greek situation causes wider instability.
“The Governing Council is closely monitoring the situation in financial markets and the potential implications for the monetary-policy stance and for the balance of risks to price stability in the euro area,” the ECB said. “The Governing Council is determined to use all the instruments available within its mandate.”

1.5 χρόνο Ν. Κορέα ήμουν. Δε θυμάμαι ν έχω δει τέτοιο πάτο, βέβαια δεν γάμησα και τον μισό γυναικείο πληθυσμό της Ν. Κορέας
